Bridge Waterway Assessments: Afflux, Freeboard and Scour Explained

Most bridge failures in floods are not structural in origin — they are hydraulic. The water finds the bridge’s relationship with the river wanting, and the structure follows. A bridge waterway assessment is the exercise of checking that relationship before the flood does, and it comes down to four questions: can the opening pass the flood, how much does the bridge back the water up, is there enough clearance, and will scour undermine the foundations.

Hydraulic modelling

Capacity: can the opening pass the design flood

The first question is whether the waterway opening — the gap the bridge leaves for the river — is big enough to pass the design flood without the structure itself becoming the constriction. A bridge that squeezes the river raises upstream levels and accelerates flow through the opening, which feeds directly into the next three questions. Capacity is the anchor; everything else follows from how hard the opening is working.

Afflux: the backwater a bridge creates

Afflux is the rise in water level upstream of the bridge caused by the bridge constricting the flow — the backwater effect. Every bridge that narrows the natural waterway creates some afflux; the question is how much, and who it affects. Excessive afflux floods property and land upstream that would otherwise stay dry, and it is a common source of dispute and liability. Quantifying afflux is one of the main reasons a bridge gets modelled at all.

Freeboard: clearance above the flood

Freeboard is the vertical clearance between the design flood level (raised by the afflux) and the underside — the soffit — of the bridge deck. Adequate freeboard keeps debris from jamming against the deck and stops the flow from pressurising and lifting the superstructure. Too little freeboard turns the bridge into a dam in a large flood, with debris rafting against it, and the loads escalate quickly from there.

Scour: the leading cause of bridge failure

Scour is where bridges are lost, and it comes in layers that add together:

  • Contraction scour — the general lowering of the bed through the opening because the bridge has squeezed the flow and sped it up.
  • Local scour at the piers and abutments — the holes that form around obstructions in the flow as vortices excavate the bed right where the foundations are.

Add debris loading — which effectively widens the piers and deepens the local scour — and you have the mechanism behind most flood-related bridge collapses. The foundations are undermined before anything visible happens above water.

How the assessment works

The workflow is consistent: survey the bridge, the river, and enough of the reach up- and downstream — including the bed beneath the water, which usually needs a bathymetric survey because LiDAR stops at the water surface; build a hydraulic model that represents the opening, the piers, and the approach; and deliver a verdict on capacity, afflux, freeboard, and scour against the design flood. The model is where the four questions get answered together, because they are not independent — afflux drives freeboard, and the contraction that raises afflux is the same one that drives scour.

Red flags an owner can spot between inspections

Owners do not need a model to notice trouble developing. Worth flagging for assessment: debris regularly caught on the piers or deck; a visible scour hole or exposed pier foundation at low flow; eroding or slumping approach embankments; the channel migrating so flow hits the piers at an angle; and high-water marks close to the soffit after floods. Any of these is a reason to bring the formal assessment forward rather than wait for the scheduled inspection.
